Applies Givens plane rotation (complex vector) (BLAS 1)

Purpose
This routine applies the Givens plane rotation constructed by zrotg (when both c and s are real).
Parameters
[in]nNumber of elements in vectors x and y. (If n <= 0, returns without computation)
[in,out]zx[]Array zx[lzx] (lzx >= 1 + (n - 1)*abs(incx))
[in] Input vector x
[out] Vector x after rotation (x[i] = c*x[i] + s*y[i] (i = 0 to n-1))
[in]incxStorage spacing between elements of x.
[in,out]zy[]Array zy[lzy] (lzy >= 1 + (n - 1)*abs(incy))
[in] Input vector y
[out] Vector y after rotation (y[i] = -s*x[i] + c*y[i] (i = 0 to n-1))
[in]incyStorage spacing between elements of y.
